The organisation in DRIVER relies on the same organisational principles as the European landscape of digital repositories itself: geographical, isciplinary and technical. The “European Network Plan” reports along the lines of these principles, identifies a set of priorities and draws conclusion for the organisational development in DRIVER.
DRIVER-I identified a core network of national correspondents. National and regional networks play an important role in co-ordinating common policies and can serve as a contact point for DRIVER. DRIVER-I in its test-bed phase involved major and mature federations in Europe, notably Archives Ouvertes in France, DARE in the Netherlands, DINI in Germany, and SHERPA in the UK. Belgium served as a model for a developing the DRIVER federation. All these federations made great strides in their development during DRIVER-I. Several emerging regional and national federations will be considered in the organisational development of DRIVER.
As an overall goal, DRIVER proposes a European federation of federations – a confederation – in order to foster synergies between existing federations, overcome shortcomings of a simple point-to-point network and stimulate the building of federations in countries where these do not yet exist. In an incremental process, starting from the nucleus of the five above mentioned countries, the other DRIVER partner countries and further European countries will be involved. Pro-active approaches from several European countries to DRIVER have already led to an informal Network of Content Providers and a Network of national correspondents. The DRIVER Confederation of digital repositories outlined in this report represents the forerunners of the European repository movement, oriented not only geographically, but also characterised by disciplinary and technological leadership.
An advisory board with representatives of international leadership from areas of major repository platforms, standards developers, service providers, related non-government organisations (NGO’s), and renowned members of the repository community, will be built in the first half of 2008, contributing to the multi-faceted and comprehensive development of the DRIVER Confederation.
